WSIPC Takes On SmartProcure's Public Disclosure Requests - So Our Districts Don't have To!

SmartProcure is a private sector company (LLC) that collects expenditure data and trends from government agencies through public disclosure requests. They then provide this information to government vendors.
Per Washington State’s Public Records Act (RCW 42.56), districts must comply with public disclosure requests by either producing the requested records or by providing a legitimate reason for why they are unable to do so. SmartProcure makes public disclosure requests of districts annually.
WSIPC has a history of helping our districts with public disclosure requests. In 2016, when SmartProcure began requesting expenditure data from districts, WSIPC developed and distributed a Crystal Report solution that allowed districts to submit the requested data to SmartProcure.
To enhance our support of our districts, WSIPC reached out to SmartProcure with an offer to provide a single data extract for all of our public school districts in Washington State. This data extra will occur twice each year. In exchange, SmartProcure will stop sending public record disclosure requests to WSIPC districts.
This service will be in place by the beginning of the 2018-2019 school year. If districts prefer to handle the request on their own, they can inform their ISC. The ISC will contact WSIPC Custom Technical Services and WSIPC will remove the district from the central report.
A benefit of being served by the WSIPC Cooperative is that we can use our centralized resources so our districts are asked to do less when it comes to collecting and sharing data.
